 Abstract 

The article presents the results of legal analysis of innovative development of the regions of the Russian Federation. Similar and different features of legislation in this area are identified. The difficulties of strategic and innovative planning are analysed. There is a positive relationship between public law and civil law principles in the legal regulation of innovations in accordance with the constitutional principles of scientific, technical and other types of creativity, intellectual property rights and freedom of the market economy. It is established that this correlation reduces the gap in the federal and locally oriented legislation of the Russian Federation regulating innovation activities. Based on the research, conclusions are made that legal regulation of innovations is one of the tools for implementing state and regional innovation policy. Innovation is a documented progressive engine of economic formation of the Russian Federation and its regions, where the core is an action that brings new original ideas to the finished product, combining modernity and relevance with what is in demand.
